By 2030, that figure was expected to rise to 22 percent.

But many people are struggling to survive on what they do have, as the government has slashed spending on basic necessities like basic medicine and electricity.
Many Chinese families are struggling with a huge debt that is mounting due to their own inability to repay the loans they took out for their children.
So many Chinese people have to resort to using cash to purchase food and other necessities, according to China Food Service, which has worked with over 30 million people.
That is a huge burden on the people, especially in rural communities, who rely on the government for food and fuel.
